Procurement Mission Statement
As a subrecipient under the U.S. Department of Transportation’s Maritime Administration (MARAD) Port Infrastructure Development Program (PIDP) for the Port Everglades Regional POWER (Port Operations with Efficiency and Reliability) initiative, Port Everglades Terminal, LLC (PET) is committed to executing procurement activities in a manner that reflects full compliance, transparency, and operational excellence.
PET’s procurement approach supports the PIDP program’s core objectives of improving port efficiency and reliability, enhancing safety, strengthening economic competitiveness, and advancing environmental sustainability. All procurement actions are conducted in accordance with applicable federal requirements, including 2 CFR Part 200, Broward County and Port Everglades policies, and applicable guidance from the Maritime Administration as well as those from PET's Code of Conduct, Due Diligence Policies, and sanctions Compliance Policy Statements.
In carrying out PET's component of the Project, procurement activities include Container handling Equipment (CHE), supporting infrastructure, civil works, and electrical systems necessary to modernize terminal operations within the existing footprint. Consistent with approved project scope modifications, PET’s sourcing strategy incorporates a balanced mix of hybrid, low-emission Tier-4/Stage 5 diesel, and alternative fuel technologies—including liquefied petroleum gas (LPG) to achieve practical emissions reductions while maintaining operational reliability and availability.
Procurements are conducted using federally compliant methods appropriate to the size and scope of each acquisition and are structured to promote full and open competition. PET performs independent cost estimates and cost or price analysis to ensure that all awards reflect fair and reasonable pricing and deliver long-term value aligned with the approved project budget. Contracts are awarded only to responsible vendors with demonstrated technical capability as defined in each RFP's specifications and requirements, integrity, and financial capacity, following verification of eligibility through applicable federal systems.
PET maintains strict standards of conduct governing conflicts of interest and ensures that all procurement decisions are made objectively and transparently. All contracts incorporate required federal provisions, including (BABA)Buy America Build America requirements and other applicable grant conditions. PET also takes affirmative steps to encourage participation from small, minority-owned, and disadvantaged businesses, consistent with federal guidance.
In addition to equipment acquisition, procurement activities support construction and civil works, including engineered RTG runway systems, electrical infrastructure upgrades, and maintenance and safety support facilities required for maintaining existing and new CHE used in PET's terminal operations. These investments are aligned with measurable project outcomes, including increased cargo throughput, improved operational efficiency, and enhanced safety performance.
PET coordinates closely with labor and workforce partners to support the safe deployment and operation of newly procured equipment, including training initiatives aligned with project workforce commitments. All procurement activities are documented to ensure a complete and auditable record in accordance with federal requirements and are executed to support timely delivery within the approved project schedule and period of performance.
