Construction of Hybrid RTG Runways, Maintenance & Wash Facility, Electrical Infrastructure, and Associated Civil Works

Port Everglades Terminal, LLC (PET) is seeking qualified Design-Build Contractors to register their interest in receiving a Request for Proposals (RFP) for the design, permitting, construction, testing, commissioning, and warranty of infrastructure improvements supporting PET's Hybrid Rubber-Tired Gantry Crane (RTG) modernization program. This Project is being funded, in part, through the United States Maritime Administration (MARAD) Port Infrastructure Development Program (PIDP). The Project generally includes the design and construction of:
Two (2) Hybrid RTG concrete runway systems;
•RTG Maintenance and Wash Facility;
•Hybrid RTG charging/parking facilities;
•Electrical power distribution and supporting infrastructure;
•Utility relocations and modifications;
•Drainage improvements;
•Asphalt restoration and site improvements; and
•All associated civil, structural, electrical, environmental, and permitting work necessary to place the facilities into service.
The Project will be procured using a Design-Build delivery method with award based on Best Value.
Because this Project will be constructed within an active marine container terminal operating twenty-four (24) hours per day, seven (7) days per week, PET is seeking Design-Build teams with demonstrated experience delivering comparable heavy civil, transportation, industrial, port, marine terminal, or intermodal infrastructure projects while maintaining ongoing facility operations. Prospective Proposers should possess demonstrated experience with projects involving one or more of the following:
•Marine terminal or port infrastructure;
•Heavy-duty reinforced concrete pavement or crane runway systems;
•Design-Build delivery of transportation or industrial infrastructure;
•Utility relocations within active operational facilities;
•Heavy electrical distribution systems;
•Construction phasing to minimize operational impacts; and
•Coordination with multiple permitting and regulatory agencies.
The successful Design-Build Contractor shall provide all architectural, engineering, permitting, construction, testing, commissioning, warranty, and closeout services necessary to deliver a complete, operational facility. This federally funded Project shall be subject to all applicable federal, state, and local requirements, including, but not limited to:
•Build America, Buy America (BABA);
•2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards;
•Davis-Bacon and Related Acts;
•Contract Work Hours and Safety Standards Act;
•Applicable Federal Contract Provisions;
•Record Retention and Audit Requirements; and
•All applicable requirements of Port Everglades, Broward County, and other Authorities Having Jurisdiction (AHJs).
Interested Design-Build Contractors are invited to register in order to receive the complete RFP package, including all technical specifications, drawings, proposal requirements, evaluation criteria, and future Clarifications and Addenda.
Registration
Qualified Design-Build Contractors wishing to participate shall submit PET's Prospective Proposer Registration Form. The RFP package will be distributed only to registered prospective Proposers. Upon receipt and verification of the completed registration form, PET will provide the applicable RFP package and add the registrant to the official Procurement Distribution List for the Civil Works portion of the Grant's Component 2. Proposers will receive all subsequent RFP Bulletins, Addenda, Clarifications, and procurement-related communications issued for the applicable RFP throughout the procurement process.
Registration does not obligate any party to submit a Proposal, nor does it constitute prequalification or create any obligation on the part of PET to award a contract.
